The enclosed papers are the culmination of a project Dr. John Crank and Dr. Colleen Kadleck carried out assessing issues facing the police into the early 21st century. The papers are future oriented, in the sense that they anticipate trends visible today. Everywhere, the contributing scholars found that the organizational concept, practice, and function of the police were undergoing transition. Yet, the seeming state-level hardening of the police function was ubiquitous. Two themes were noteworthy. On the one hand, in developing or 'second world' countries, police face endemic problems of corruption, organized crime, and drugs. Police, in response, are undergoing centralization and intensification of law enforcement activities. In countries with first world economies - Canada, the United States, and Australia - contributors discovered trends toward expansion of the police function, a trend described by Brodeur as toward 'high policing'. It reflects the growing reliance on surveillance for crime control and for the tracking of minority, indigenous, and immigrant populations in crime prevention efforts. The results suggest that governments, sometimes encouraged by their citizenry, seem increasingly to rely on the police to deal with a broad array of social as well as criminal problems. Police scholarship in China looks at the historical development and current status of police scholarship in China, together with the emerging issues arising from it. This comprehensive book addresses one of the most important aspects of international trade, namely, regional trade and regional integration agreements (RIAs). The focus of intense global interest and debate over the last decade, RIAs have become an integral and enduring aspect of the multilateral trading regime. Dilip K. Das analyzes the latest trends, evaluates the pattern and gauges the progress of regional integration in the global economy over the post-war, and especially the contemporary, periods. At present approximately half of the world's trade is intra-RIA. Virtually all 146 members of the World Trade Organization are partners in at least one RIA, and several are part of two or more. While some economists believe that this proliferation of RIAs should be welcomed, others are less sanguine and emphasize the importance and primacy of multilateral trade liberalization. Dilip K. Das examines whether regionalism has a rightful place in a rapidly globalizing world economy. This comprehensive and accessible book examines the evolution of the multilateral trade regime in the ever-changing global economic environment, particularly during the WTO era and the ongoing Doha Round. Professor Das explores how the creation of the multilateral trade regime, or the GATT/WTO system, has been fraught with difficulties. He describes the ways, by means of various rounds of negotiations, the multilateral trade regime has constantly adjusted itself to the new realities of the global economy. One glance at the recent history indicates that the evolution of the multilateral trade regime was far from even-handed and steady. The GATT/WTO system was repeatedly pushed to the brink of utter and ignominious disaster. Yet, as the author illustrates, the participating economies persevered. Consequently, the fabric of multilateral trade regime is stronger, its foundation deeper and its framework wider now than it was a generation ago. Unlike the GATT era, membership of the present trade regime is close to universal. The author concludes that of the two phases, the latter has turned out to be the more arduous, intricate and complex phase of evolution. Judges are constrained when writing decisions to follow the law and leave personal commentary aside.
